Projects submitted for Alabama’s 7th Congressional District for Fiscal Year 2024 are displayed below.

To meet the needs of communities in Alabama’s 7th Congressional District, Congresswoman Sewell submits programmatic, language-based, and community project funding requests to the House Appropriations Committee.

As part of the important reforms for community project funding, Congresswoman Sewell is publicly disclosing the projects her office is submitting to the committee. In compliance with House Rules and Committee requirements, Congresswoman Sewell has certified that she and her immediate family have no financial interest in any of the projects she has requested.

Sumter County – Black Belt Development and Conservation Resource Center

Explanation of Request: This project will enhance the University of West Alabama’s capacity to serve the citizens of West Alabama through rural innovation & entrepreneurship by centralizing resources and services through the Black Belt Development and Conservation Resource Center (BBDCRC). By building a vibrant entrepreneurial ecosystem, rural communities can develop an economic infrastructure that seeks creative solutions to their current needs and builds future economic resiliency.

Wilcox County – Ben Thompson Road Drinking Water Project

Proposed Recipient: Wilcox County Water and Sewer District

Amount of Request: $1,280,000
Explanation of Request: The Wilcox County Water System currently serves a large portion of the County, but there are still numerous areas that are not currently served by a public water supply. This project would install water lines, a booster pump and a small water reservoir to serve residents with a safe and reliable source of potable water.

Choctaw County - Town of Pennington Multi-Purpose Facility Project

Explanation of Request: This project will develop a regional facility that can serve as a community center, disaster recovery, emergency response, and resources center for the region.

Hale County - Hale County Healthcare Authority Emergency Department

Proposed Recipient: Hale County Authority Emergency Department

Amount of Request: $4,710,000
Explanation of Request: The funding would be used for the construction of a new emergency department on the hospital campus. The project is an appropriate use of taxpayer funds, because it would advance the goals of Hale County Hospital in providing exceptional quality medical care for the rural and underserved communities. This project will help Hale County Hospital in addressing health inequities faced by citizens in Hale County and the Black Belt. With an average annual visit of 10,000, the current emergency department is operating beyond space capacity without negative pressure rooms or the ability to isolate infectious patients. The new emergency department would add the much-needed square footage and treatment rooms to provide a safer, comfortable environment for both our staff and patients.

Jefferson County – Bessemer Airport Drone Cage and Workforce Development Project

Explanation of Request: The requested funding will provide much-needed resources for the engineering, design and construction of a UAV cage and testing facility, which will provide pilot training, product research and development, competitive activities and recreation for the local community, underserved students attending an anticipated, co-located high school, and providing economic and workforce development as well as job opportunities for the entire community.

Dallas County – Selma Flood Risk Management and Bank Stabilization Project

Explanation of Request: The project is expected to reduce the risk of failure of ten historic structures along the riverbank and provide a response plan for imminent flooding events. As the site of the historic Bloody Sunday and Selma to Montgomery march of 1965, the preservation of the historic Edmund Pettus Bridge and the Selma Riverfront is critically important to the City of Selma and the Nation.

Pickens County – E-911 Communications Facility

Explanation of Request: The new facility would house the hub of communication for all emergency services to the citizens of Pickens County, law enforcement, fire departments, and EMS in a disaster safe facility. A new facility would save on costs and would support a fully hardened structure that would withstand possible natural disasters such as tornadoes. A new storm proof facility would help to ensure the operations of the center is continued for the citizens of Pickens County when bad weather strikes.

Marengo County – Community Storm Shelter for City of Demopolis

Explanation of Request: This funding will be used to create a FEMA-certified storm shelter in space that is currently being used in a makeshift capacity to house individuals during inclement weather in this rural area.

Montgomery County – Montgomery, AL Community and Neighborhood Revitalization Project

Explanation of Request: The funding would be used for increasing the distribution capabilities of the food bank in Alabama's western most counties. These services will improve the health and wellbeing of seniors and children in the region that lack access and necessary means to acquire fresh food.

Jefferson County – Birmingham Loveman Village Revitalization Project

Explanation of Request: The funding would be used to renovate existing structures of the former Loveman Village Public Housing Community. These renovations will allow for the on-site daycare facility to expand and accommodate more children and families from the surrounding area.

Explanation of Request: The funding would be used to improve healthcare clinical outcomes in Thomasville and the larger Black Belt area of Alabama. Explanation of Request: The funding would be used to purchase and install two new generators, providing important protections and 24-hour care in the case of an emergency or power outage.

Dallas County – Historic Brown Chapel AME Church Restoration Project

Proposed Recipient: Historic Brown Chapel AME Church Preservation Society, Inc.

Explanation of Request: The funding would be used to stabilize the structure of the building to allow for further restoration of the sanctuary, bell towers, and brickwork. This much needed restoration is important because the church is a significant part of the Civil Rights movement story.

Montgomery County – F-35 Weapons Load Crew Training Facility

Explanation of Request: The funding would be used to construct a Weapons Load Crew Training facility utilizing conventional design and construction methods to accommodate the mission of the facility. This arrangement will improve the ability to train weapons load crews and certify their continued readiness.

Montgomery County – Commercial Vehicle Inspection Gate at Maxwell Air Force Base

Explanation of Request: The funding would be used to construct a commercial vehicle inspection and entry control facility area. This project will provide perimeter protection and security of Air Force personnel and assets, prevent unauthorized access, and maximize traffic flow.

Hale County – Storm Shelters

Explanation of Request: The funding would be used to construct 6 storm shelters in Hale County Alabama. Many rural areas across Alabama's Black Belt, including communities in Hale County, do not have access to storm shelters. The construction of these shelters would create a safe location for residents to seek shelter during severe storms.

Jefferson County – Lovelady Center Modernization Project

Proposed Recipient: Freedom Rain Incorporated d/b/a The Lovelady Center

Explanation of Request: The funding would be used to rehabilitate two dormitories, each housing 30 individual women. These two separate dormitories will be utilized as part of the intake process of the addiction recovery program.

Explanation of Request: The funding would allow the City of Selma to hire additional officers to help patrol the city and work to reduce gun violence. The additional resources will also help facilitate an open relationship between the police department and the community through police education.

Jefferson County - Greater Shiloh Baptist Church - Employment and Training Project

Proposed Recipient: Cornerstone Revitalization Foundation, Inc.

Explanation of Request: To reduce recidivism, CWD will afford Adults ages 25 and older opportunities to learn a trade and technical skills as well as participants will have the opportunity to get their GED and pursue post-secondary education opportunities and help with obtaining affordable housing. The program is about assisting participants with not just jobs but careers.

Jefferson County – North Birmingham Community Development Rehabilitation Project

Amount of Request: $3,000,000
Explanation of Request: The North Birmingham Community has suffered from environmental justice concerns for over a century. A largely redlined area, the community includes multiple coal refinement operations, the 35th Avenue Superfund site, and parts of the community sustain flood damage regularly. This project would remove environmental concerns in the old North Birmingham Elementary School. The redevelopment of the North Birmingham site would provide a transformative redevelopment investment in North Birmingham.

Jefferson County – Small Business Accelerator Program

Proposed Recipient: Central Alabama Redevelopment Alliance

Amount of Request: $474,355.98
Explanation of Request: The Small Business Accelerator provides micro companies and small businesses access to instructional workshops, key resource providers, and other support to help them expand and create jobs for the local community. The Accelerator helps Alabama small businesses establish core systems and processes that would allow their business to survive a natural disaster, economic downturn, or other business interruptions.

Lowndes County – Wastewater Disposal Treatment System Project

Amount of Request: $700,000
Explanation of Request: Failing septic tanks and deteriorating wastewater infrastructure in Lowndes County have left many families with untreated sewage in their yards and in local waterways. This is not only an infrastructure crisis, but a healthcare crisis. This funding would facilitate the instillation of septic tanks for homes in unincorporated areas without proper wastewater disposal systems.

Montgomery County – Inland Intermodal Transfer Facility

Address of Project: The proposed facility property currently lies on the southern side of US-HWY 80/Selma Hwy, is .60 miles from US-HWY 31, 1.4 miles from Interstate 65 and is 4 miles from Interstate 85 just south of Montgomery, Alabama.
Amount of Request: $2,000,000
Explanation of Request: The Montgomery Alabama Inland Intermodal Facility is a transportation change-in-shipment facility that will accept and distribute manufactured goods from freight shippers in Montgomery, Alabama. This project will improve freight efficiency in the region and promote economic development and job creation in traditionally underserved areas.

Perry County – Drinking Water Infrastructure Project

Proposed Recipient: City of Marion

Amount of Request: $480,000
Explanation of Request: The improvement of the City of Marion’s water infrastructure is critical to the health and economic vitality of the community. Failures of the water system after recent natural disasters have threatened the continued operation of local institutions like Marion Military Institute and Judson College. These funds will help provide functional water systems to a community that is combating intergenerational poverty in the Black Belt.

Sumter County - Hill Hospital Construction Project

Amount of Request: $563,900.00
Explanation of Request: For several years, Hill Hospital has faced persistent challenges to provide comprehensive health care to the citizens in Sumter county. Geographic isolation, economic fluctuations, and the COVID 19 pandemic has magnified these challenges. This funding will improve the facilities and patient rooms at Hill Hospital so they can continue to serve the county and provide healthcare to the rural community. The long-term viability of Hill Hospital will prevent residents from traveling to other counties and states to seek health care.

Tuscaloosa County - Community Health Worker Initiative

Explanation of Request: The Community Health Worker Initiative will develop and implement a training program throughout Alabama to improve access to healthcare, increase community resilience, and promote health education in rural areas. Nearly half of Alabama’s state population lives in a rural county, and on average, those individuals are more likely to be low-income, uninsured, and suffer from higher rates of chronic health conditions. This program will help aid these communities while also addressing the primary care, dental, and mental health workforce shortage in Alabama.

Tuscaloosa County - TRAMS CORE Improvement of Postsecondary Education

Proposed Recipient: Stillman College
Address of Recipient: 3601 Stillman Blvd, Tuscaloosa, Alabama 35401
Amount of Request: $801,941.00
Explanation of Request: The Translational and Mechanistic Science for Collaborative Organic Research Environment (TRAMS CORE) program addresses traditional roadblocks for research and will provide a platform to generate new research efforts on the campus of a HBCU. Subsequently, the successful integration of shared resources will support continued growth in biomedical research in the community. This proposal is part of a long-term commitment toward the development and sustainability of biomedical research facilities at Stillman College.
